What is the claim about?
Meta Business Tools
Meta collects and processes data not only from its own platforms but also from users’ activity on millions of third-party websites and apps via its “business tools.” These tools operate in the background and capture sensitive personal information such as health, political views, finances, or sexual preferences without users’ knowledge or ability to prevent it. Individuals are identified with over 99% accuracy using digital fingerprinting and advanced matching, even when not logged in, using incognito mode or VPNs. Collected data is linked to existing datasets, transmitted globally (particularly to the U.S.), and shared with advertising partners, data analytics providers, and other third parties.
Hidden Android Tracking
Researchers from IMDEA Networks (Spain), Radboud University
Nijmegen (Netherlands), and KU Leuven (Belgium) revealed a secret
tracking method known as “localhost tracking” used by the Meta on
Android devices. Since September 2024, Facebook and Instagram apps
were manipulated to run hidden background services that
intercepted browsing activity via invisible backdoors, linking
users’ web behavior to their social media accounts. This practice
enabled extensive profiling across all websites containing Meta
Pixel for nine months, until public disclosure by researchers
forced the company to discontinue localhost tracking in June 2025.
Privacy violation
Meta’s “business tools” affect all internet users, regardless of
whether they actively use Facebook or Instagram. It undermines
privacy by linking data from multiple contexts to optimize
advertising and improve targeting algorithms. Moreover, Meta’s
“localhost tracking” on Android devices reveals a particularly
disturbing level of surveillance technology that is hardly
distinguishable from classic methods used by state intelligence
services. However, unlike government services, which are at least
formally subject to parliamentary control, this surveillance is
carried out by a private actor that is primarily
profit-driven.
